Stormwater Management Program


IMPORTANT INFORMATION ON STORMWATER MANAGEMENT:

Salford Township adopted new stormwater management requirements in March 2004.  Each resident of Salford Township should be aware of these requirements especially if they are installing a new pool, shed, patio, walkway or building addition or if they are widening a driveway.  Stormwater management may be required if they are adding impervious surface to their property.  Basically, stormwater management is controlling the surface runoff generated by precipitation through installation of facilities such as stone seepage pits, rain barrels, etc. to capture stormwater runoff before it flows off the property.  Impervious surface is a surface that prevents the infiltration of water into the ground. Impervious surface includes, but is not limited to, any roof, patio, walkway or driveway areas.

The Clean Water Act is the federal legislation that governs stormwater management.  Stormwater point discharges to waters of the U.S. are regulated using National Pollutant Discharge Elimination System (NPDES) permits.  In 1999, federal regulations extended coverage of the NPDES program to local separate storm sewer systems (MS4’s) serving populations less than 100,000.  Salford Township is required to comply with the NPDES program as a MS4.  Under the NPDES stormwater program, permittees must develop a stormwater management plan that provides the details of how the community ( SalfordTownship ) will comply with the requirements of the permit.  Permits are based on a framework of six minimum control measures:

(1) Public Education and Outreach on Stormwater Impacts 
(2) Public Involvement and Participation 
(3) Illicit Discharge Detection and Elimination 
(4) Construction Site Stormwater Runoff Control 
(5) Post-Construction Stormwater Management in New Development and Redevelopment 
(6) Pollution Prevention/ Good Housekeeping for Municipal Operations
